New CEPI guide on understanding geo-blocking and territoriality in the European audiovisual sector

CEPI – the European Audiovisual Production Association, is pleased to announce the publication of its latest guide to understand geo-blocking and territoriality in the film and audiovisual industry. 

This easy-to-read guide addresses common misconceptions and highlights the importance of these mechanisms in fostering a diverse and sustainable content ecosystem.


In today’s digital world, audiences often wonder why their favorite TV shows or films may not be accessible when moving to another EU country. This booklet breaks down the economic and cultural importance of territoriality, explaining how territorial licenses:

  • Support the financing of European content, ensuring that investments in production can be recouped through territory-exclusive rights.

  • Enhance cultural diversity, allowing local industries to thrive and adapt to linguistic and regional preferences.

  • Ensure affordability and accessibility, as territorial rights enable pricing strategies tailored to different economic conditions in different Member States.

Additionally, the booklet debunks common myths about territoriality and geo-blocking, explaining why these practices are legally recognized and protected under EU legislations and how they coexist with the principles of the Digital Single Market.
